‘No special treatment for Dacer-Corbito murder suspect’

MANILA — President Benigno Aquino III on Monday assured that no special treatment will be given to a former police officer who is facing charges related to the slayings of a prominent publicist and his driver.
Michael Ray Aquino, a former member of a police elite unit, is now detained at the National Bureau of Investigation (NBI) along with at least 20 other common prisoners after US officials turned him over to the Philippine officials.
The former police officer, who arrived in the country on Sunday, is facing charges for his alleged involvement in the high profile killings of publicist, Salvador “Bubby” Dacer, and his driver, Emmanuel Corbito.
“I think there will be no special treatment aside from when he was fetched (at the airport) following his extradition and he was brought to the National Bureau of Investigation,” President Aquino said in an interview in Cebu City.
As soon as he arrived on Sunday, the former police officer readily denied any knowledge of the twin murders saying, he was never aware of the crime. He said he returned to the country after a decade-long absence to prove his innocence and return to normal life.
“The records will bear me up, if you will look for special treatment, the only special treatment they got from me was when I was the chairman of the human rights committee in the 11th Congress,” President Aquino said.
He said the Dacer-Corbito suspects have been his clients at the House committee on human rights because of the Presidential Anti-Organized Crime Task Force (PAOCTF), the former unit of the murder suspect.
Michael Ray Aquino was the operations chief of the defunct PAOCTF, which was headed by then Philippine National Police chief Panfilo Lacson.
President Aquino said the Dacer-Corbito twin murders suspect is not his relative. “Just for the record, we are not related,” he said.
Upon his arrival on Sunday, Michael Ray Aquino instantly cleared his former boss, Lacson, and ousted President Joseph Estrada in the Dacer murder.
Lacson, now a senator, was implicated in the killings but denied any involvement. Lacson hid for more than a year and returned to the Philippines last March after a Manila court voided a warrant for his arrest.
Another PAOCTF member linked to the murders, Cezar Mancao, maintained that Estrada and Lacson were responsible for the slayings.
Mancao earlier testified in court that he heard Lacson ordering Aquino to “silence” Dacer upon the order of then President Estrada.
Dacer’s clients included Estrada, who has also denied involvement the publicist’s murder. There have been speculations that Estrada and Dacer had an unspecified feud prior to the slayings.
In an interview with Mancao’s lawyer, Ferdinand Topacio, he said it is not far-fetched that Michael Ray Aquino has communication with Lacson, since his testimony is vital to the defense of the senator.
NBI Director Magtanggol Gatdula, for his part, said no special treatment will be given to Aquino despite their friendship.
Gatdula was a superior of Michael Ray Aquino at the PAOCTF.
Meanwhile, two Catholic Church officials urged Michael Ray Aquino to reveal everything he knows about the Dacer-Corbito murders.
Bishop Deogracias Iñiguez, Catholic Bishops Conference of the Philippines (CBCP) Public Affairs Committee head, said Aquino has no other option left but to tell the truth.
For his part, Archbishop emeritus and former CBCP president Oscar Cruz said only the truth would set Aquino free. He said like other ordinary Filipinos, he is eagerly waiting for the resolution of the Dacer-Corbito case.
Aquino traveled to the United States in 2001 after being implicated in the killings. He settled with his wife and son in New York, where he studied to be a nurse to start a new life.
American authorities, however, arrested him in 2005 due to an unrelated espionage case where he was accused of illegally accepting classified US secret documents about Philippine politics from a former Philippine-born US Marine, who once worked as an aide to Vice Presidents Al Gore and Dick Cheney.
Prosecutors alleged the documents were stolen as part of a plot to overthrow Philippine President Gloria Macapagal Arroyo, who took over Estrada in 2001.
Aquino pleaded guilty in 2006 to possessing secret documents and was sentenced to a 76-month US federal prison term, which was later reduced by federal judge due to time served by Aquino. He remained in detention, however, while fighting a Philippine government extradition bid in relation to the Manila killings.
