50% of Filipinos support divorce

June 2, 2011

PUBLIC support for divorce for separated couples vastly improved over the past six years, with one in two Filipinos now backing the measure, a survey of independent pollster Social Weather Stations (SWS) showed Wednesday.
However, the non-commissioned survey was conducted between March 4 and 7, long before the House of Representatives entertained House Bill 1799 filed by militant Gabriela Women’s party-list.

Respondents were specifically asked to weigh on the statement, “married couples who have already separated and cannot reconcile anymore should be allowed to divorce so that they can get legally married again.”
Thirty three percent of the 1,200 adult Filipinos surveyed opposed divorce, while 16 percent are undecided about the matter.
As a result, SWS said net agreement (percent agree minus percent disagree) is therefore +18 approval of the proposition, a big change from merely neutral opinion six years ago.
During the May 2005 survey, 43 percent agreed and 44 percent disagreed in May 2005, or a net -2.
Support for legal divorce across the board
Compared to the previous poll, attitude toward legal divorce switched from opposition to support in the Visayas, from net -24 (32 percent agree, 56 percent disagree) to net +13 (50 percent agree, 37 percent disagree).
It changed from neutral to favorable in Metro Manila, from net -1 (44 percent agree, 45 percent disagree) to net +17 (52 percent agree, 35 percent disagree), and in Mindanao, from net -7 (36 percent agree, 43 percent disagree) to net +9 (44 percent agree, 35 percent disagree).
The same sentiment was also registered in Balance Luzon, from net +11 (51 percent agree, 40 percent disagree) to net +24 (54 percent agree, 29 percent disagree).
Across socioeconomic classes, people belonging to the poorest section of society (class E) said they now view divorce favorably, net -13 (37 percent agree, 50 percent disagree) to net +11 (45 percent agree, 34 percent disagree).
It changed from neutral to favorable in class D or the masa, from net -2 (42 percent agree, 44 percent disagree) to net +20 (52 percent agree, 32 percent disagree).
Proponents of the bill said divorce will be cheaper compared to other modes of dissolution of marriage especially for poor couples.
The survey said interest among class ABC went down but still on a positive territory, from net +25 (59 percent agree, 34 percent disagree) to net +16 (57 percent agree, 40 percent disagree).
Support for legal divorce rose among men and women, regardless of whether they are married or single (without a spouse or partner), the SWS survey showed.
While pro-divorce advocates may celebrate over the figures, a political analyst said the tide of support could go sideways as debates on the measure goes on.
“Divorce is not yet a mature issue. The figures may change,” Ramon Casiple, executive director of the Institute for Political and Economic Reform (Iper) told Sun.Star.
The Philippines looms to be the lone country without a divorce after residents of tiny European state Malta voted to legalize the controversial measure strongly opposed by the Catholic Church.
Compared to May 2005, attitude towards legal divorce changed from neutral to favorable among men, from net +1 (44 percent agree, 43 percent disagree) to net +21 (52 percent agree, 30 percent disagree).
Women’s appreciation on the measure, meanwhile, jumped 19 percentage points from net -5 (41 percent agree, 46 percent disagree) to net +14 (49 percent agree, 35 percent disagree).
It also rose from neutral to favorable among singles, from net +7 (45 percent agree, 38 percent disagree) to net +22 (52 percent agree, 30 percent disagree).
Acceptance among married people likewise improved to 21 percentage points from net -7 (41 percent agree, 48 percent disagree) to net +14 (49 percent agree, 34 percent disagree).
It remained favorable among those with live-in partners, from net +36 (63 percent agree, 26 percent disagree) in May 2005 to net +35 (62 percent agree, 27 percent disagree) in March 2011.
Among married women, support went up from net -10 (39 percent agree, 49 percent disagree) to +10 (47 percent agree, 38 percent disagree).
Favorable attitude was also seen in married men from net -3 (43 percent agree, 46 percent disagree) to net +18 (50 percent agree, 31 percent disagree), and among single women, up from +4 (44 percent agree, 40 percent disagree) to +20 (51 percent agree, 30 percent disagree).
Single men also favored divorce, from +11 (45 percent agree, 34 percent disagree) to +23 (53 percent agree, 29 percent disagree), and among men with live-in partners, from +23 (54 percent agree, 31 percent disagree) to +36 (63 percent agree, 27 percent disagree).
It became less favorable among women with live-in partners, from +48 (71 percent agree, 22 percent disagree) to +35 (62 percent agree, 27 percent disagree).
Both surveys used face-to-face interviews and had sampling error margins of plus/minus three percent for national percentages and plus/minus six percent for area percentages.
SWS said the area estimates were weighted by National Statistics Office (NSO) medium-population projections for 2005 and 2011 to obtain the national estimates. (Virgil Lopez/Sunnex)
