4 held for dumping garbage in Mabalacat

MABALACAT CITY–This Pampanga’s newest city appears to be the favorite garbage dump of alleged violators of the Solid Waste Management Act of 2000.
In a police report obtained on Monday, members of the Mabalacat City Solid Waste Management Section (CSWMO) arrested on Saturday at least four persons who were caught allegedly dumping solid waste at the Doña Africa in Barangay Cacutud here.

P02 Glenn Deblois, officer-on-case, identified the suspects as Richard H. Salvador, Aries D. Dumlao, Zaimon P. De La Cruz and Richard M. Resueno, all of Baler, Aurora province. The suspects reportedly violated Sec. 48, Paragraph 48 of the Republic Act 9003, or the transport and dumping in bulk of collected domestic, industrial, commercial and institutional wastes in areas other than a center of facilities prescribed under the act.

On Friday, one day before the four suspects were arrested, SPO1 Abigail Reyes said in a police blotter that Jeffrey Santos of (CSWMO) Pollution Control Officer Marisa Sarmiento sought the police’s assistance in looking for the reported dumping of wastes at Doña Africa.

The following day, Jun Mawirat and Jesus Dungca of the CSWMO arrested the suspects on board an Isuzu Forward with plate number RFH-635 after they dumped coconut husk in the northern Mabalacat village.

In the same report, the four suspects were released after being brought to the police station “pending settlement.”
Tiotimo Javier, owner of the coconut husk, was advised to meet CSWMO officers on Monday “to finalize their verbal arrangement regarding the case.”
Santos was the complainant in the police report.

Police have yet to say where the coconut husk came from but sources said it came from a public market just outside this city.
