‘Juaning’ leaves 35 people dead, 27 missing

TROPICAL Storm “Juaning” (international codename: Nock-ten) left a trail of destruction in some parts of Luzon particularly Bicol region, where most of the 35 confirmed fatalities are located.
The National Disaster Risk Reduction and Management Council (NDRMMC) said in an update that nine people died in Albay alone, which was placed under state of calamity on Wednesday to give way for speedy access to relief funds.
Other fatalities, some of them died from landslides, were reported in Catanduanes, Camarines Norte, Cavite, Camarines Sur, Marinduque, Iloilo, Siquijor, and Las Piñas City.
Missing individuals have reached 27 while affecting 130,225 families or 648,362 persons.
No damage report has been released by the NDRMMC as of this posting Thursday.
As of 10 a.m. Thursday, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) spotted Juaning at 370 kilometers west northwest of Laoag City, packing maximum winds of 95 kilometer per hour (kph) near the center and gustiness of up to 120 kph.
It follows a west northwest track at a pace of 24 kph and is expected to be 270 km southwest of Hong Kong by Friday morning.
Pagasa, however, said rains will still be felt in Metro Manila and western sections of Luzon and Visayas due to the enhanced southwest monsoon until Friday as it monitors a new tropical depression in the eastern seaboard.
The weather disturbance set to be codenamed “Kabayan” will enter the country later this week but is eyeing southern Japan instead.
Weather website Typhoon 2000 said the storm carries winds of up to 65 kph and is moving west at 33 kph.
Meanwhile, the government’s focus shifted in providing immediate aid to affected families.
Social Welfare and Development Secretary Corazon “Dinky” Soliman said they have standby funds worth P2.5 million and relief supplies worth P57.2 million allocated in eight regions.
These are the Cordillera Administrative Region, Ilocos, Cagayan Valley, Central Luzon, Calabarzon, Mimaropa, Bicol and the National Capital Region.
In Bicol alone, the department said it has already provided P9.28 million worth of relief assistance to badly-hit region, especially in Albay.
“We are also awaiting reports from our DSWD Field Offices for augmentation assistance to LGUs (local government units) along the path of Juaning,” Soliman said.
In Sorsogon, some 261 passengers were stranded at the different ports and bus terminals in the municipalities of Pilar, Matnog, and Bulan. DSWD said they are being assisted by concerned local government units.
Also, some 12 villages in Naga City were submerged in water. Sixty families are currently housed in evacuation centers where they are being provided with hot meals and relief packs, Soliman said.
Legazpi Diocese, Red Cross appeal for aid
Meanwhile, damage from Juaning has prompted the Roman Catholic Diocese of Legazpi and the Philippine Red Cross to appeal for more aid to help typhoon victims.
In a radio interview, Legazpi Diocese Social Action Director Fr. Ramoncito Segubienze said they are looking for more “Good Samaritans.”
“Higit na kailangan ngayon ng mga biktima ang pagkain, gamot, mga kumot, mosquito kits at tubig (The victims need food, medicines, blankets, mosquito kits and water),” Segubienze told Church-run Radio Veritas, adding that these would be very useful to victims in evacuation centers.
Segubienze’s request was immediately heeded by its counterpart in the Roman Catholic Archdiocese of Manila.
Caritas Manila Executive Director Fr. Anton Pascual has promised to send financial assistance.
For its part, although the Philippine Red Cross (PRC) has already sent aids and supplies to victims, these may be insufficient.
“Storm “Juaning” continues to wreak havoc in some parts of the country… We appeal to everyone to please continue supporting the PRC as hundreds of families are in urgent need of help. We need to reach out to them,” PRC Secretary General Gwendolyn Pang said in a phone interview.
While the organization will accept emergency kit supplies and relief goods,
she added that the best donations would be in the form of cash.
